Parimet dhe praktikat e shkenc\u00ebs s\u00eb hapur ndihmojn\u00eb p\u00ebr t\u00eb promovuar efikasitetin dhe efektivitetin e k\u00ebrkimit, si n\u00eb bashk\u00ebsin\u00eb e k\u00ebrkimit ashtu edhe n\u00eb shoq\u00ebrin\u00eb e gjer\u00eb. Praktikat e shkenc\u00ebs s\u00eb hapur mund\u00ebsojn\u00eb p\u00ebrdorim t\u00eb hapur, t\u00eb gjer\u00eb t\u00eb rezultateve t\u00eb k\u00ebrkimit, t\u00eb dh\u00ebnave, metodave dhe infrastrukturave, gj\u00eb q\u00eb rrit ndikimin dhe l\u00ebvizshm\u00ebrin\u00eb e njohurive t\u00eb fituara nga k\u00ebrkimi (hulumtimi), e cila nga ana tjet\u00ebr i plot\u00ebson njohurit\u00eb shoq\u00ebrore dhe inkurajon inovacione t\u00eb reja. Cil\u00ebsia dhe transparenca e hulumtimit mund t\u00eb rritet vet\u00ebm si rezultat i qasjes s\u00eb hapur, duke p\u00ebrfshir\u00eb rezultatet, t\u00eb dh\u00ebnat, metodat dhe publikimet. Me ndihm\u00ebn e shkenc\u00ebs s\u00eb hapur t\u00eb gjith\u00eb aktor\u00ebt n\u00eb shoq\u00ebri do t\u00eb ken\u00eb qasje t\u00eb barabart\u00eb n\u00eb k\u00ebt\u00eb njohuri.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Ambiciet p\u00ebr shkenc\u00eb t\u00eb hapur<\/strong><\/h3>\n\n\n\n<p>Sipas Komisionit Evropian, me zbatimin e shkenc\u00ebs s\u00eb hapur duhet t\u00eb plot\u00ebsohen 8 q\u00ebllime, p\u00ebrkat\u00ebsisht:<\/p>\n\n\n\n<p>1. T\u00eb dh\u00ebnat e hapura: Shp\u00ebrndarja e&nbsp;FAIR (Findable, Accessible, Interoperable and Re-usable)&nbsp;&nbsp;&#8211; T\u00eb dh\u00ebnat e gjetura, t\u00eb disponueshme, t\u00eb nd\u00ebrveprueshme dhe t\u00eb rip\u00ebrdorshme do t\u00eb jen\u00eb forma themelore e bashk\u00ebpunimit shkencor t\u00eb financuar nga Komisioni Evropian.<\/p>\n\n\n\n<p>2. Reja e hapur shkencore evropiane (EOSC): &#8211; Reja e hapur shkencore evropiane, si nj\u00eb ekosistem federal i infrastruktur\u00ebs s\u00eb t\u00eb dh\u00ebnave k\u00ebrkimore, do t&#8217;u mund\u00ebsoj\u00eb bashk\u00ebsive hulumtuese t\u00eb ndajn\u00eb dhe p\u00ebrpunojn\u00eb rezultatet e k\u00ebrkimit t\u00eb financuara me mjete publike jasht\u00eb vendeve t\u00eb tyre dhe \/ ose fushave t\u00eb tyre shkencore.<\/p>\n\n\n\n<p>3. Brezi i ri i metrikave: Treguesit e rinj do t\u2019i plot\u00ebsojn\u00eb treguesit ekzistues p\u00ebr matjen e cil\u00ebsis\u00eb dhe ndikimit t\u00eb k\u00ebrkimeve shkencore, t\u00eb cilat do t&#8217;i japin m\u00eb shum\u00eb r\u00ebnd\u00ebsi praktikave t\u00eb shkenc\u00ebs s\u00eb hapur.<\/p>\n\n\n\n<p>4. E ardhmja e komunikimit shkencor: T\u00eb gjitha punimet shkencore t\u00eb recensuara duhet t\u00eb jen\u00eb t\u00eb qasshme, dhe p\u00ebrve\u00e7 k\u00ebsaj duhet t\u00eb stimulohet ndarja e hershme e formave t\u00eb ndryshme t\u00eb rezultateve t\u00eb k\u00ebrkimit.<\/p>\n\n\n\n<p>5. \u00c7mimet: P\u00ebrparimi n\u00eb karrierat shkencore t\u00eb studiuesve duhet t\u2019i mb\u00ebshtes\u00eb plot\u00ebsisht aktivitetet e shkenc\u00ebs s\u00eb hapur.<\/p>\n\n\n\n<p>6. Edukimi dhe aft\u00ebsit\u00eb: T\u00eb gjith\u00eb studiuesit n\u00eb Evrop\u00eb duhet t\u00eb marrin aft\u00ebsit\u00eb p\u00ebrkat\u00ebse dhe t\u00eb ken\u00eb qasje p\u00ebr edukim mbi parimet e shkenc\u00ebs s\u00eb hapur.<\/p>\n\n\n\n<p>8. Shkenca qytetare: Opinioni i gjer\u00eb duhet t\u00eb jet\u00eb n\u00eb gjendje t\u00eb jap\u00eb nj\u00eb kontribut t\u00eb r\u00ebnd\u00ebsish\u00ebm dhe t\u00eb njihet si autor i vlefsh\u00ebm shkencor n\u00eb Evrop\u00eb.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Misioni i shkenc\u00ebs s\u00eb hapur<\/strong><\/h3>\n\n\n\n<p>Shkenca e hapur dhe hulumtimi t\u00eb integrohen n\u00eb pun\u00ebn e p\u00ebrditshme t\u00eb studiuesve dhe t\u00eb mb\u00ebshtesin hulumtime efektive me cil\u00ebsi t\u00eb lart\u00eb p\u00ebrmes:<\/p>\n\n\n\n<p>\u2022 Promovimit t\u00eb hapjes si nj\u00eb vler\u00eb themelore e bashk\u00ebsis\u00eb hulumtuese<\/p>\n\n\n\n<p>\u2022 Forcimit t\u00eb njohurive shoq\u00ebrore dhe mund\u00ebsive p\u00ebr inovacion<\/p>\n\n\n\n<p>\u2022 P\u00ebrmir\u00ebsimit t\u00eb cil\u00ebsis\u00eb s\u00eb rezultateve t\u00eb k\u00ebrkimit shkencor dhe artistik dhe ndikimit t\u00eb tyre n\u00eb shoq\u00ebri<\/p>\n\n\n\n<p>\u2022 Forcimit t\u00eb lidhjeve midis studiuesve dhe ekipeve k\u00ebrkimore, nd\u00ebrdisiplinariteti, midis hulumtimit dhe edukimit, midis studiuesve dhe sektor\u00ebve privat\u00eb dhe publik\u00eb, si dhe midis hulumtuesve dhe qytetar\u00ebve.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Zbatimi i shkenc\u00ebs s\u00eb hapur p\u00ebrmes<\/strong><\/h3>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Publikime dhe t\u00eb dh\u00ebna t\u00eb hapura<\/strong><\/h4>\n\n\n\n<p>Publikimet shkencore (punime, libra, raporte, etj.) p\u00ebr t\u00eb cilat \u00ebsht\u00eb marr\u00eb financim nga sektori publik duhet t\u00eb jen\u00eb t\u00eb disponueshme p\u00ebr k\u00ebdo n\u00eb \u00e7do an\u00eb e bot\u00ebs p\u00ebr konsultim dhe rip\u00ebrdorim.<\/p>\n\n\n\n<p>Hulumtuesit duhet t\u00eb jen\u00eb n\u00eb gjendje, kur lejohet, t\u00eb rip\u00ebrdorin t\u00eb dh\u00ebnat e k\u00ebrkimit dhe t\u00eb shk\u00ebmbejn\u00eb t\u00eb dh\u00ebnat e tyre k\u00ebrkimore n\u00eb nj\u00eb m\u00ebnyr\u00eb t\u00eb thjesht\u00eb dhe praktike duke p\u00ebrdorur standardet dhe metodologjit\u00eb p\u00ebr t\u00eb cilat jan\u00eb dakorduar..<\/p>\n\n\n\n<p>Mb\u00ebshtetja p\u00ebr hulumtim multidisiplinar dhe shum\u00ebgjuh\u00ebsor ka nj\u00eb r\u00ebnd\u00ebsi t\u00eb madhe p\u00ebr shoq\u00ebrin\u00eb dhe p\u00ebr k\u00ebt\u00eb arsye studiuesit duhet t\u00eb ken\u00eb qasje t\u00eb hapur, t\u00eb barabart\u00eb dhe t\u00eb lir\u00eb n\u00eb botime dhe t\u00eb dh\u00ebna k\u00ebrkimore. Menaxhimi i t\u00eb dh\u00ebnave k\u00ebrkimore duhet t\u00eb drejtohet n\u00eb baz\u00eb t\u00eb principeve t\u00eb t\u00eb dh\u00ebnave FAIR.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Sh\u00ebrbimet dhe infrastrukturat e hapura<\/strong><\/h4>\n\n\n\n<p>P\u00ebr mb\u00ebshtetjen e shkenc\u00ebs s\u00eb hapur jan\u00eb t\u00eb nevojshme edhe sh\u00ebrbime dhe infrastruktura&nbsp;&nbsp;t\u00eb hapura. P\u00ebrve\u00e7 atyre ekzistuese, \u00ebsht\u00eb ve\u00e7an\u00ebrisht e r\u00ebnd\u00ebsishme t\u00eb zbatohet infrastruktura e ardhshme q\u00eb do t\u00eb mund\u00ebsoj\u00eb zbatimin e plot\u00eb t\u00eb parimeve t\u00eb shkenc\u00ebs s\u00eb hapur n\u00eb t\u00eb gjitha fushat e aktiviteteve k\u00ebrkimore p\u00ebrmes sh\u00ebrbimeve t\u00eb p\u00ebrshtatshme p\u00ebr hulumtuesit.<\/p>\n\n\n\n<p>Deklarata e EOSC, e n\u00ebnshkruar m\u00eb 10.07.2017 n\u00eb Bruksel, nisi iniciativ\u00ebn dhe planin p\u00ebr transformimin e k\u00ebrkimit evropian p\u00ebrmes zhvillimit t\u00eb sh\u00ebrbimeve dhe infrastruktur\u00ebs p\u00ebr t\u00eb mb\u00ebshtetur shkenc\u00ebn e hapur. EOSC \u00ebsht\u00eb konceptuar si e vetmja platform\u00eb digjitale q\u00eb duhet t&#8217;u ofroj\u00eb hulumtuesve qasje n\u00eb t\u00eb gjitha sh\u00ebrbimet e nevojshme p\u00ebr t\u00eb mb\u00ebshtetur zhvillimin e shkenc\u00ebs s\u00eb hapur gjat\u00eb gjith\u00eb procesit t\u00eb hulumtimit.
